Lithuania’s intelligence services observed that military drills planned by Russia and Belarus will involve considerably fewer troops than previous exercises. Officials in Lithuania assessed that the lower troop numbers reflect logistical constraints and possible impacts from Russia’s ongoing invasion of Ukraine.
